In President Obama's first speech to a joint session of Congress, he left no doubt that he wants Congress to pass a bill that regulates greenhouse gas emissions using a cap-and-trade approach. Energy independence and climate change were a focus of his campaign, and they appear to remain so, as he said, "So I ask this Congress to send me legislation that places a market-based cap on carbon pollution and drives the production of more renewable energy in America." He also said $15 billion will be invested per year for technologies like wind, solar, and clean coal.
