The Water Bill has now completed its committee stage in the House of Lords, where it underwent line by line scrutiny. Next steps are the Report stage, yet to be scheduled, when further detailed examination will take place, and then third reading.

Although concerns have been raised in the House of Lords on topics including upstream reforms, abstraction licensing, lack of provision for exit from the retail market, the financial structure of the sector, affordability and metering, few if any amendments are expected to be accepted. The Bill is likely to be returned to the Commons in substantially the same shape as when it left.
