The federal government has proposed amendments to the Nuclear Non-proliferation Import and Export Control Regulations. If brought into force, these amendments would reflect revisions to certain international guidelines, including by inserting a catch-all provision that would, among other things, require persons to obtain authorization from the Canadian Nuclear Safety Commission for the export of certain nuclear materials and equipment, when such items are, or may be intended, for use in connection with a nuclear weapons program. The amendments would also reduce the regulatory burden with respect to items of very low proliferation concern, in part by creating licensing exemptions for certain nuclear materials of specified quantities.
