EBA consults on independent valuers: EBA is consulting on draft Regulatory Technical Standards (RTS) setting out the general criteria against which a valuer should be assessed in relation to the requirement of independence when performing valuation tasks with respect to a bank under resolution under the Banking Recovery and Resolution Directive (BRRD). The RTS set out the circumstances under which a person will be deemed independent from both the resolution authority and the institution or entity subject to the valuation. The consultation addresses the independence issue with respect to potential conflicts, and sets out the qualification and expertise a valuer should have. EBA asks for comment by 11 October. EBA consults on BRRD support measures: EBA is consulting on the circumstances in which it may be appropriate to use extraordinary public support measures. The BRRD says use of taxpayers' money should be a last resort to support a failing institution. The paper looks at the circumstances in which support might be needed.
