The drafting of a Finnish climate change act is underway at the Ministry of the Environment. The goal of this piece of legislation will be to guide the reduction of emissions originating outside the emissions trading system. The legislative proposal is intended to be debated in Parliament during the term of the current Parliament.

Target-Oriented Framework Act

The purpose of the climate change act is to be framework act for sectors not included in the emissions trading system. The act would not contain substantive legislation concerning separate branches of administration nor would it set obligations on private actors.

The goal of the act being drafted is to reduce emissions from sectors outside the emissions trading system by 80% by the year 2050. In addition, the act is intended to create a planning and monitoring system for the reduction of emissions outside the emissions trading system, to clarify the division of duties between authorities in climate matters and to strengthen the role of Parliament in climate policy.
