While decisions over rank and file membership of the House Financial Services Committee and the Senate Banking Committee remain incomplete, leadership will stay the same in the 111th Congress. Despite speculation that Banking Committee Chairman Chris Dodd (D-Conn.) could become Chair of the Senate Foreign Relations Committee, Sen. Dodd confirmed he will remain the Banking Committee's top Democrat, with Sen. Richard Shelby (R-Ala.) expected to return as the Committee's Ranking Member. In the House, Financial Services Committee Ranking Member Spencer Bachus (R-Ala.) angered many of his Republican colleagues with his support of the Troubled Assets Relief Program (TARP). Yet he survived a no-confidence vote and will return to his post in the 111th Congress. Rep. Barney Frank (D-Mass.) will remain the Chair of this Committee.
