On 26 December 2008 the Ministry of Public Health and Social Development ("MHSD") issued Orders Nos. 814n and 815n on apportioning the 2009 quota for foreign citizens' work permits and invitations to enter Russia for employment in Russian regions.

The Orders were registered with the Ministry of Justice on 17 November 2009.

The Orders amend MHSD Orders Nos. 777n and 778n, dated 26 December 2008 (discussed in our update for 19 – 25 January 2009). In particular, Order No. 814n changes the quota of work permits issued for certain regions. The respective quotas for Moscow and the Moscow Region remain unchanged. The national 2009 quota reserve (i.e., the number of work permits that may be issued in addition to the above mentioned quota) has been increased to 2,174,023 work permits.

Order No. 815n amends the quota for invitations to certain regions (which applies to foreign citizens who need visas to enter Russia). The quota for Moscow is has been decreased from 184,507 to 181,423 invitations, and the respective quota for the Moscow Region remains unchanged. The national 2009 quota reserve (i.e., the number of invitations for relevant foreigners that may be issued in addition to the above mentioned quota) has been increased to 652,140 invitations.

The Orders entered into force on 7 December 2009.
