Spain - Law 25/2015 of July 28 on the second chance mechanism, financial burden reduction and other measures of social nature On July 30, Law 25/2015 of July 28 on the second chance mechanism, financial burden reduction and other measures of social nature entered into force. In essence, the Law is aimed at individuals, regardless of their business or financial stature, and provides them the possibility of relief from debt. Besides modifying other regulations, the Law introduces important changes to Law 13/2011 on gaming regulations, and to Law 59/2003 on electronic signatures. With regard to the first, a transitional provision 4 bis is introduced, where the penalty regime of State Lotteries and Gambling selling points is explained. As regards the electronic signature law, Law 25/2015 resolves the alleged controversy on the use of electronic keys remotely hosted by a provider, and deems it to be a "recognized" electronic signature as opposed to a "qualified" electronic signature.
