On March 5, 2013, the Planning and Land Management (PLUM) Committee issued a report on the actions taken at the January 22, 2013, meeting on the proposed sign ordinance. PLUM adopted the Department of City Planning (DCP) December 4, 2012, report, with changes. While most of the changes to the proposed ordinance were technical, there were also changes to the regulations regarding signs in City parks. Section 13.11 was amended to remove the Public Facility (PF) zone from the zones eligible to apply for a Tier 1 Sign District and to state that Tier 2 Sign Districts shall not include properties that are zoned Open Space (OS) and PF. PLUM also instructed DCP to work with the Chief Legislative Analyst and the City Attorney to convene a working group to consider a potential program for allowing digital displays in exchange for substantial reduction in non-digital offsite signs, community benefits and/or revenue sharing with the City, pending the resolution of court deliberations.
