The ACCC has released its final report following the inquiry into the regulation of mobile terminating access services (MTAS) and has decided to continue regulating MTAS until 30 June 2019. It has also decided to start regulating SMS termination services for the first time in the expectation that the prices of SMS should decrease.

During the inquiry, the ACCC found that the charges for terminating SMS services have remained the same for over 10 years and carry significant profit margin. It is concerned that this is having a negative impact on competition in wholesale and retail markets, particularly low income consumers.
