1. Seamless steel carbon pipes originating in Spain, India and Ukraine

On August 3, 2017, the International Trade Practices Unit (UPCI) of the Ministry of Economy published in the Official Gazette the Preliminary Resolution of the antidumping investigation of the importation of seamless carbon steel pipes originating in the Republic of Korea, the Kingdom of Spain, the Republic of India and the Ukraine, regardless of the country of export.

This publication imposes the following antidumping duties on the definitive and temporary importations of this product:

2. Alloyed Steel Carbon Pipes with longitudinal seam originating in China

On 11 August 2017 UPCI published in the Official Gazette the Preliminary Resolution of the antidumping investigation of the importation of carbon steel and alloy with longitudinal seam of circular and rectangular section originating in the People's Republic of China.

This resolution imposes the following antidumping duties to definitive and temporary importations of this product:

3. Styrene-butadiene rubber originating in the United States of America

On 10 August 2017, the UPCI published in the Official Gazette the Resolution accepting the request by interested party and declaring the initiation of the antidumping investigation of the importation of styrene-butadiene rubber originating in the Republic of Poland, the Republic of Korea and Japan, regardless of the country of export.

This investigation was requested by Industrias Negromex, S.A. de C.V., under the price discrimination modality on 11 April 2017.

Product subject to investigation

The product subject to this research is styrene-butadiene rubber, better known as SBR Rubber, SBR Rubber or Styrene Polybutadiene Rubber, which styrene butadiene compositions are in different proportions, which are in the range of 22.5% to 62.5% of Butadiene by weight, which is classified with the 1500 series (non-extended cold polymerized polymers), 1700 (cold extended polymers with oil) and 1900 (high styrene), according to the numerical system of the International Institute of Synthetic Rubber Producers (IISRP).

The main tariff items under which this product is imported in Mexico are 4002.19.01, 4002.19.02, 4002.19.03 and 4002.19.99 of the Tariff of the General Import and Export Duties Law.

Period of investigation and analysis of damage

The investigation period is from 1 November 2015 to 31 October 2016 and the damage analysis period is from 1 November 2013 to 31 October 2016.

Deadline for filing arguments and evidence

National producers, importers, exporters, foreign entities or any other person who evidences having legal interest in this investigation may file a response to the format, arguments and evidence no later than 18 September 2017.

4. Welding microwire from China

On 10 August 2017, the UPCI published in the Official Gazette the Resolution accepting the request by interested party and declaring the initiation of the antidumping investigation of the importation of welding microwire originating in the United States of America, the Republic of Poland, the Republic of Korea and Japan, regardless of the country of export.

This investigation was requested by Electrodos Infra, S.A. de C.V., Lincoln Electric Manufactura, S.A. de C.V., and Plastics and Wires, S.A. de C.V. under the price discrimination modality on 24 March 2017.

Product subject to investigation

The product subject to this research is welding microwire, which is a solid wire made of carbon steel alloyed with manganese and silicon, whether coated or not with copper, with a diameter ranging from 0.6 to 1.6 millimeters, which is fused to merge two or more steel parts by generating an electric arc.

The main tariff items under which this product is imported in Mexico are 7229.20.01, 7229.90.99 and 8311.90.01 of the Tariff of the General Import and Export Duties Law.

Period of investigation and analysis of damage

The investigation period is from October 2015 to September 2016 and the damage analysis period is from October 2013 to September 2016.

The UPCI agreed to use the United States of America as a market economy country for the purposes of the calculation of the normal value in this investigation.
