The North American Electric Reliability Corp. (NERC) and the Northeast Power Coordinating Council (NPCC) executed an agreement with the Régie de l’énergie to establish mandatory reliability standards.
The agreement introduces a compliance monitoring and enforcement program in the province.
The legal structure was introduced in December 2006 with the last wave of legislative modifications affecting the Régie de l’énergie (Chapter VI.1 Loi sur la Régie, L.R.Q. c. R-6.01). Hydro-Québec TransÉnergie (HQT) proposed that it be the Québec Coordinator for reliability and that proposal was approved by the Régie (case R-3625-2007).
The Régie was also granted the power to execute an agreement with an organization with the required expertise to develop reliability rules, conduct inspections or investigations as well as provide the Régie with opinions or recommendations.
May 8th 2009 agreement with NERC is the latest milestone in NERC’s efforts to ensure common reliability standards are adopted and enforced across the interconnected bulk power system in North America.
