The Third Plenary Session of the 18th Central Committee of the Chinese Communist Party issued the Decisions of the CCP Central Committee on Several Major Issues in Fully Deepening Reforms (the "Decisions"). The Decisions are the framework and guidelines of the Chinese Communist Party leadership for the next five to ten years, which cover six areas, i.e., the economy, politics, culture, society, ecology, and homeland security and military. The Decisions emphasize that economic reform is the key to China's success. The Decisions also recognize that the core issue is management of the relationship between the government and the market, i.e., to allow the market to place the decisive role in allocating resources. The meeting also emphasized that China will maintain the dominant role of public ownership, continue to exert the leading role of the state-owned economy, and encourage, support, and guide the development of the private economy.
