Position Limit Aggregation.

On January 9th, the CFTC extended to February 10, 2014, the period in which comments may be submitted on its proposed amendment to rules on aggregation for position limits. The new deadline coincides with the deadline for submitting comments on the CFTC's proposal to establish speculative position limits for certain commodity futures, options contracts and physical commodity swaps. Regulatory Relief

CFTC Extends Certain Transaction-Level Reporting Relief.

On January 3rd, the CFTC's Divisions of Swap Dealer and Intermediary Oversight, Clearing and Risk, and Market Oversight extended to September 15, 2014, the relief previously granted in CFTC Letter No. 13-71. The relief provides swap dealers registered with the CFTC that are established under the laws of jurisdictions other than the United States from having to comply with certain transaction- level requirements of the Commodity Exchange Act. Other Developments

Technology Advisory Committee to Meet.

The CFTC's Technology Advisory Committee will hold a public meeting on January 21, 2014 to discuss swap data reporting, the CFTC's concept release on automated trading environments, and swap execution facilities. CFTC Press Release.

MFA Fights Advertising Ban.

On January 8th, Reuters discussed the Managed Funds Association's efforts to have the CFTC's general solicitation ban repealed. Although the Jumpstart Our Business Startups Act required the SEC to lift the prohibition, the Act did not require the CFTC to do so as well. As a result, some hedge funds who engage in activities regulated by the CFTC are concerned that they still cannot engage in general advertising. General Solicitation.
