In its December meeting, FERC approved a request by Xcel Energy Services for incentive transmission rates as part of its plan for six transmission upgrades to meet state renewable energy generation standards and to meet increased demand in the Upper Midwest. The incentive rate plan provides for recovery of 100% of prudently incurred construction work in progress and recovery of prudently incurred costs of transmission facilities that are canceled or abandoned for reasons beyond the companies' control. The upgrades will help serve renewable energy resources. Xcel is planning to build transmission to accommodate between 300 and 700 MW of windpower and plans to invest approximately $1 billion in the projects.
