PINS has now issued advice to its Inspectors about how they should tackle the recently issued consultation draft NPPF.

Despite this being only a consultation draft, Inspectors are advised that it gives a 'clear indication of the Government's direction of travel' and as such is capable of being a material consideration. It is for Inspector's to decide on a case by case basis  what weight should be given to it, and consider its relevance to the issues - and therefore whether the matter should be referred back to the parties.

Annex B to the advice contains a helpful summary of the main changes to policy proposed by the NPPF.
