Senator Voinovich (R-OH) recently said he is working with a small bipartisan group of Senators on new climate change legislation. He is forming this new legislation because he believes that the current legislation based on a cap-and-trade program will stall out on the Senate floor. Voinovich’s legislation will be based on incentives for technologies, like carbon capture and storage that reduce greenhouse gas emissions. The legislation would provide incentives and funding for the development of such technologies. He expects the legislation to be completed in the next couple of months.
