On 1 July 2012, simple electronic signatures (“ES”) were supposed to have replaced electronic digital signatures (“EDS”). However, the information systems of the state authorities are still technically designed only for EDS, so they were not properly prepared for these changes. Therefore, market participants could not obtain the new ES certificates from the Certification Centre.

Consequently, both houses of the Russian parliament promptly took a decision to extend the term of the previous law on EDS for another year until 1 July 2013. This decision has allowed avoiding, in particular, a violation in the activity of the bodies that require the use of EP. For example, as of 1 July 2012, state corporations and natural monopolies should have begun presenting a number of documents certified by EP as part of publishing information on their purchases on the federal portal of state purchases.
