Education Minister Hekia Parata and Associate Education Minister John Banks have announced the framework for the New Zealand Model of Charter School. The charter schools will be known as Partnership Schools or Kura Hourua and will be based on a partnership between the Crown and the school's sponsor, and between the sponsor and the community.
The framework was developed by the New Zealand Model of Charter School Working Group, which undertook consultation with a range of stakeholders including teacher unions, principal groups, parents, businesses, community organisations and educational experts.
Legislation to establish the Partnership Schools will be introduced to Parliament this year and formal requests for proposals from potential sponsors will be called for once the legislation is enacted. Sponsors will be expected to open their schools for the beginning of the 2014 school year.
