On May 6th, SEC Chairman Mary L Schapiro gave the Keynote Address at the Compliance and Legal Society of the Securities Industry and Financial Markets Association 2010 Annual Seminar. In an effort to provide investors with more information about their financial professionals, SEC staff is preparing to present to the full Commission a recommendation regarding adoption of Form ADV, Part 2. The new form will move past the check-the-box, paper-based approach by requiring a plain English narrative discussion of an adviser's conflicts, compensation, business activities and disciplinary history. Schapiro's speech also included a discussion of the Commission's proposal concerning the disclosure and offering process for asset-backed securities, the need for regulatory authority over over-the-counter derivatives, and the Commission's market structure proposals.
