Representatives Waxman (D-CA) and Markey (D-CO) introduced legislation that would require new coal-fired power plants to be built with carbon capture and storage technology. The bill entitled, "Moratorium on Uncontrolled Power Plants Act of 2008," calls for no permits to be granted for proposed coal-fired power plants under the Clean Air Act, unless the permit, "requires the unit to use state-of-the-art control technology to capture and permanently sequester carbon dioxide emissions from such unit." The moratorium would last until legislation is passed regulating greenhouse gas emissions.
