The CCS credits (plus MLP/anthro-CO2 expansion) are back in play in the Senate, this time as part of the financial rescue bill which the Senate is supposed to take up today. If all goes as planned, the House will then take this bill up tomorrow, including the tax provisions. The CCS provisions were previously dropped from the House tax bill for pay-go reasons — i.e., the entire package was not offset with revenue raisers; they were not dropped for substantive reasons. This financial rescue bill thus may have the effect of compelling the House to take the CCS provisions regardless of whether they are offset or not on the theory that the House won't use pay-go to stop the broader rescue package.
