The E.U. has requested the establishment of a WTO panel on the Philippines’ excise tax regime for imported spirits. The request follows failed WTO consultations over what the E.U. alleges is a discriminatory tax regime. The E.U. has raised its concerns since the Philippines introduced a new excise tax regime in 1997. Subsequent reforms of the tax regime, particularly those initiated in 2004, caused a resurgence in E.U. complaints as E.U. exporters of spirits watched as their exports more than halved between 2004 and 2007.
