The Government of the Russian Federation has simplified the procedure for registering and deregistering highly qualified foreign specialists and the members of their families. The amendments allow individuals and employers to simplify the indicated procedures and to reduce the costs associated with processing them.
Specifically, the amendments provide for the following:
- highly qualified foreign specialists are not required to register with the migration authorities at the address where they are living if their stay does not exceed 90 days;
- highly qualified foreign specialists and the members of their families that are registered at the address where they are living in the Russian Federation are not required to register with the migration authorities if their stay at another location does not exceed 30 days;
- upon expiration of the respective 90- or 30-day period, highly qualified foreign specialists are required to register directly with their local Federal Migration Service or via the mail service within seven working days; and
- deregistration of highly qualified foreign specialists from the address where they are living has been clarified.
The amendments came into force on 18 August 2011.
