Law no. 13,897/19 was published on 4 October 2019, amending the General Telecommunications Law (Law no. 9,472/97) (LGT). Below are the key changes:

In addition to the changes to the concession modality, the Law also provides more legal certainty to broadcasting companies as regards contributions to the Telecommunication Services Universalization Fund (Fust). The Fust Law was amended to clarify that the contribution is not levied on broadcasting services. The Brazilian Telecommunications Agency (Anatel) is already discussing regulations for adapting concessions into authorizations. It is expected that regulations will be finalized in early 2020. One of the key issues to watch is Anatel's position on reversible assets, since it may have a substantial impact in the concessionaires' decision on whether or not to request adaptation of their license.
