Chairman of the Energy & Commerce Committee John Dingell (D-MI) has his staff working on climate change legislation during the August recess. A committee spokesman said, "Chairman Dingell continues to work on comprehensive climate change legislation. This legislation will be released at the earliest possible time. It remains Chairman Dingell's intent to release legislation this Congress." At this time it is unclear if Dingell will actually introduce the legislation in September, or if the bill will just be floated around to members of Congress to gauge opinions before formal introduction of a bill in early 2009.
