The latest edition of the School Teachers Pay and Conditions Document (STPCD) was published on 20 September 2019 and confirms the new teacher pay awards, which are to be backdated to 1 September 2019.

The 2019 STPCD confirms a 2.75% uplift for all pay ranges and allowances. In practise this means an increase of 2.75% to the statutory minima and maxima of the main pay range, upper pay range, leadership pay range, leading practitioner pay range, unqualified teacher pay range, TLR payments and SEN payments.

The STPCD also confirms that with the exception of teachers and leaders on the minima of their respective ranges or group ranges, it is for schools to determine (in accordance with their own pay policy) how to take account of the uplift to the national framework in making individual pay progression decisions. This is important to note as it means that not all teachers and leaders will automatically be entitled to a pay rise, rather, schools will still have the power to make decisions as to how it is applied in respect of their own staff who are not on the minima of their pay scale.

An additional change to the STPCD 2019 is the confirmation that the document no longer applies to schools in Wales as a consequence the Welsh government having taken over responsibility for teachers pay and conditions within the region since September 2018.
