The European Union has adopted Council Regulation (EU) No 124/2014 which amends Council Regulation (EU) No 36/2012 concerning restrictive measures affecting Syria. Pursuant to the amendment, certain frozen assets may be released if they are “intended exclusively for payments by Syrian State-owned entities or the Central Bank of Syria…on behalf of the Syrian Republic to the OPCW [Organisation for the Prohibition of Chemical Weapons] for activities related to the OPCW verification mission and the destruction of Syrian chemical weapons”.
