On July 29, 2013, the Guangzhou Human Resources and Social Security Bureau released the Measures for Registration of Employment and Unemployment (“Measures”). According to the Measures, new employees and their employer should register with the competent authorities. Employers and employees should register their employment status before taking part in the social insurance program. Furthermore, employers should also go through the corresponding registration or modification procedures when renewing and terminating employment contracts.
The Measures specify that if employers fail to register following the hiring of new employees or termination employment contracts, they may face rectification orders and penalties of RMB100 to 300 per person.
