The Commission was created by Scottish Commission for Human Rights Act 2006, which was passed after much controversy last year. The Chair of the Commission will work together with three part-time commission members, who are due to be recruited early next year.

Professor Miller has a vast range of experience in the field of human rights both domestic and international, including experience of working with the UN and other bodies in capacity-building initiatives in a variety of countries around the world.

Professor Miller is expected to take up his post early next year.
