On March 7, 2007 Germany's Federal Network Agency announced its decision on ATM bitstream access. The Federal Network Agency's decision requires Deutsche Telekom AG to grant its competitors non-discriminatory access to its ATM bitstream network in order to enable them to offer high quality DSLconnections on downstream markets. In addition, Deutsche Telekom was required to implement a transparent and separate accounting system and publish a standard offer as a price reference. With regard to the fees charged by Deutsche Telekom, the Federal Network Agency considered that ex-post control would be sufficient but stated that it would be keeping an eye on Deutsche Telekom's pricing.
