On December 9, 2008, the federal Minister of the Environment signed a statement of intent (SOI) with his counterparts from the United States and Mexico to develop a regional framework for the assessment and management of harmful chemicals. Under the SOI, Canada has agreed to have, by 2012, assessed and taken regulatory action on its “highest priority substances” and to have initiated an assessment of “medium priority substances.” The three countries say that by 2020 they hope to have established or updated their chemical inventories and to have achieved sound management of chemicals in North America.
