On 26 June 2013 the National Commission on the State Regulation of the Energy Sector increased the tariffs for storage, pumping the natural gas in an out of the underground storage facilities (Resolution No 741 “On Establishment of the Tariffs for Storage, Pumping the Natural Gas in and out as Performed by PJSC “Ukrtransgas”). Ukrtransgas is operator of both the Ukrainian gas transportation system and the underground storage facilities. The tariffs for storage and pumping in/out services remained unchanged since 2006 and were claimed to be unreasonably low.

The new tariffs (excluding VAT of 20%) are effective starting from 1 July 2013:

  1. for storage services – UAH 46.2 [USD 5.7] (earlier - USD 2.2) per 1,000 cm;
  2. for pumping gas in/out - UAH 32.9 [USD 4] (earlier - USD 0.92) per 1,000 cm.

The tariffs for transportation of gas through main pipelines of Ukrtransgas were revised by NERC on 27 June 2013 (Resolution No 807 dated 27 June 2013 “On Bringing Amendments to NERC Resolution No 131 dated 28 December 2011”). They differ from one region to another and now vary between UAH 3.70 [USD 0.46] – for Ivano-Frankivsk region and UAH 226.4 [USD 27.95] per 1,000 m3 transported – for Kyiv.
