Following EPA Administrator Lisa P. Jackson’s May 2009 commitment to develop draft interim preliminary remediation goals (PRGs) for dioxins in soil by the end of the year, EPA issued interim guidance for cleanup of dioxins in soil on December 31, 2009. The guidance document (available at http://www.epa.gov/superfund/policy/remedy/sfremedy/remedies/dioxinsoil.html), recommends substantial reductions in PRGs for cleanup of dioxins in soil at Superfund, Brownfield, and other contaminated sites. Specifically, EPA proposes reducing the acceptable level for dioxins in residential soil from the current 1,000 parts per trillion (ppt) to just 72 ppt. For commercial or industrial soil, the proposed guidance would reduce the acceptable levels from 5,000-20,000 ppt to just 950 ppt.
EPA is accepting comments on the draft document for a 50-day period (the deadline is February 26, 2010). According to EPA, it anticipates issuance of final interim PRGs in June 2010.
