In an appeal from the Information Commission's decision, the First-Tier Tribunal General Regulatory Chamber on Information Rights (the Tribunal) has decided that the Information Commissioner was wrong to conclude on a balance of probabilities that the University of East Anglia no longer had a copy of an e-mail requested by the appellant.
