On 6 December 2013, the European Parliament updated its procedure file on the proposed Regulation on improving securities settlement and central securities depositaries (CSDs) (CSD Regulation). The procedure file now indicates that the Parliament will consider the legislative proposal in its plenary session from 10 to 13 March 2014. This draft regulation has been through a number of iterations. As originally drafted, it would have required all listed corporates to effectively utilise a CSD as registrar. The drafting has shifted and so now it appears that only ETFs will be caught as they are both listed and traded. The Lithuanian Presidency of the EU has announced that it reached a preliminary political agreement with the European Parliament on the CSD, pending technical finalisation.
