Chairman of the House Energy & Commerce Committee Henry Waxman has announced his plan to release, later this month, legislation that would limit greenhouse gas emissions, with the hope of the legislation becoming law by December. He said that at least three House committees, Energy & Commerce, Ways & Means, and Agriculture, will have input on the drafting of the bill. Chairman Waxman also said the legislation will present a cap-and-trade program rather than a carbon tax.
