On 4 February 2019, the Ministry of Communications and Transport (SCT) published in the Federal Official Gazette an accord amending the medical requirements for aeronautical technical personnel, among others (the Accord).
The Accord updates medical requirements to include psychological evaluation; this to discard personality disorders and/or alterations in cognitive functions of aeronautical technical personnel. This affects the aviation industry by imposing an obligation to personnel being subject to tests to verify their physical and psychological conditions. The evaluation intends to detect the ability of the personnel to assist, operate and safely conduct air transport.
The SCT, through the General Direction of Protection and Preventive Medicine in Transportation, will have the capacity to develop its own psychological tests; however, no specific policies or guidelines have been issued to determine the parameters to be considered when evaluating aeronautical technical personnel. Therefore, impartiality in the results is not guaranteed.
