The European Commission has published a Communication to the European Council, the European Parliament, the European Economic and Social Committee and the Committee of the Regions on removing obstacles to cross-border investment by venture capital funds. In the Communication, the European Commission sets out its future work in this area, which includes:

  • Reporting in the first half of 2008 on the possibilities for establishing an EU private placement regime.
  • Reporting by the end of 2008 on cases of double taxation and other direct tax obstacles to cross-border venture capital investments in the EU, along with technical solutions.

The European Commission invites Member States to review their current legislation, taking into account the possibilities of cross-border venture capital investments along with local investments. The European Commission aims to report again on the progress made in this area in 2009.
