The DOD issued a proposed rule to amend the DFARS to require use of the Wide Area WorkFlow – Receipt and Acceptance (WAWF-RA) electronic system for submitting and processing payment requests under DOD contracts. 72 Fed. Reg. 45405 (Aug. 14, 2007). The proposed rule would still allow a contractor to submit a payment request through other electronic or non-electronic means, but only if authorized by the Contracting Officer. The DOD expects that DOD-wide use of the WAWF-RA will increase the efficiency of the payment process and, ultimately, will result in more timely payments to contractors. Comments to the proposed rule must be submitted by October 15, 2007. Separately, the DOD also issued a proposed rule to amend the DFARS to provide the Government 30 days after receipt of a proper payment request to make interim payments under cost-reimbursement contracts for services, instead of the current standard due date of 14 days. 72 Fed. Reg. 42366 (Aug. 2, 2007). This change, however, would not apply to contracts with small business concerns. Comments to this proposed rule must be submitted by October 1, 2007.
