The U.S. Coast Guard has posted notice of the availability of nine new Navigation and Vessel Inspection Circulars (NVICs) to implement the agency’s December 24, 2013, final rule aligning its regulations with the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW). Implementation of the final rule ensures that U.S. mariner credentialing requirements are consistent with international standards, reduces foreign port detention risk for U.S.-flag vessels, and strengthens U.S. authority to enforce the STCW Convention against foreign flag vessels in U.S. waters. Operators should review the NVICs carefully as part of their efforts to comply with the new rule.
