The government is consulting on plans to give local accredited safe havens in England the ability to gather, use and share personal health and care data. Under the plans, the data could be processed for the purposes of analysing differences between population groups or providing carers with information which might support their care giving. Individuals would have the right to opt out and various safeguards are proposed to protect the data, including the requirement to anonymise data where possible and have adequate security measures in place to prevent re-identification by unauthorised parties. There would also be controls on disclosure to third parties and data breach reporting procedures.
