House Energy and Air Quality Subcommittee ranking member Fred Upton (R-MI) spoke recently regarding global warming legislation. Upton said, "While I feel strongly that addressing climate change is certainly important, I believe we must address this through a global, voluntary framework that focuses on innovations in technology rather than a pure government mandate." He believes the country should not spend "trillions of dollars" to alter the temperature a very small amount, while China and India continue to put up power plants and release emissions into the air. Upton replaced the retired Hastert as ranking member of the Subcommittee.
