The second phase in the implementation of the Information and Consultation of Employees Regulations passed in April 2007, so that the reach of the regulations now extends to organisations with 100 or more staff. The final phase - which will drop the threshold to 50 staff - will be implemented in April 2008.
2007 was also the year in which the first case about breach of the regulations reached the Central Arbitration Committee (CAC). The employer, a leading publisher, had made the mistake of completely ignoring the regulations. Unsurprisingly, when the case reached the Employment Appeal Tribunal (EAT) last autumn it was not impressed and imposed a fine of £55,000.
