The Dutch Home Shopping Organization (DHSO) has published a position paper on online payments.6 The DHSO formulates 10 recommendations to improve online payments. Among other things, the DHSO calls for an amendment to Article 7:26 paragraph 2 Dutch Civil Code, pursuant to which a consumer may not be expected to pay more than 50% of the purchase price up front. Such amendment would render current payments with iDeal unlawful. The DHSO also calls for more clarity on the implications of the envisaged Single European Payment Area (SEPA). According to the DHSO, many companies that could profit from significant cost reductions in connection with the SEPA (e.g. home shopping organisations) are hardly aware of it. Moreover, the DHSO suggests creating a pan-European identification system to make cross-border trade more popular and secure.
