In December 2009, the European Commission engaged GHK Consulting Ltd (GHK) to undertake a benchmarking study to map, measure and analyse the current state of consumer credit markets across the EU.

The Commission has now published a report by GHK which is entitled Establishment of a Benchmark on the Economic Impact of the Consumer Credit Directive on the Functioning of the Internal Market in this Sector and on the Level of Consumer Protection (the Report).

The Report presents the results of the consumer credit benchmarking study. It sets out the baseline analysis against which the evolution of the EU consumer credit markets will be monitored and benchmarked. The data and analysis presented in the Report will contribute to the assessment of the future economic impact of the Consumer Credit Directive in relation to its two key objectives: the functioning of the internal market and on the level of consumer protection in the sector. It also provides a series of recommendations for further development of the consumer credit benchmarking tool.
