EPA recently granted a petition to reconsider a Bush Administration memo that limited the role of the Prevention of Significant Deterioration program to regulate greenhouse gases under the Clean Air Act. The memo was criticized by environmental activists shortly after it was released and, in January, the Sierra Club and others petitioned EPA to reconsider the Johnson memorandum. In granting the petition, the EPA said it expects a full, fair and open review of the memo to ensure ``that it is consistent with the Obama Administration`s climate change strategy and interpretation of the Clean Air Act.``
