A recently released Telecaster Advisory has announced that, effective September 1, 2014, Telecaster will require closed captioning for all advertising materials, sponsorship messages, and promos (“Advertising”). This requirement will constitute a pre-condition that must be met in order for Telecaster to provide final clearance of the Advertising and is consistent with the CRTC’s policy re: the Accessibility of telecommunications and broadcasting services. In addition, all television broadcast groups will also require that Advertising delivered to them for broadcast after September 1, 2014, must contain closed captions. The closed captioning will have to adhere to stringent quality standards that have been approved by the CRTC for the English and French language respectively. Advertisers, please take note and prepare accordingly.
