New permitted development rights will allow more flats to be created above retail and professional services premises, without the need for planning permission.  A change in permitted development rights for A1 and A2 uses, to come into force on 1st October 2012, will allow two flats to be created in office or storage space (whereas previously only one was permitted) without the need for a planning application.  The intention is to make it easier, quicker and cheaper for people to create new homes in existing, under-used space in town centres.

As Parliament is recalled, we are promised further announcements later this week on a renewed strategy to kick-start economic growth, which will include more loosening of planning rules, as well as proposals to boost the housing market.
