On 23 October, the European Commission adopted its 2013 work programme. In the environmental field, the Commission noted that “the EU needs a long-term framework for energy and climate policies so that investment and policy target competitiveness and tackle climate change”. In light of this, it announced that it will be working on a new climate and energy package for the period up to 2030. The package will be comprised of both legislative and non-legislative measures, and has three stated objectives:
- To meet an 80-95% GHG emission reduction objective in 2050 compared to 1990;
- To foster long-term competitiveness, security of supply and sustainability; and
- To provide a long-term perspective for investments until 2030.
